(i) The particulars of its organization, functions and duties
- The ICAR-Indian Institute of Water Management (formerly Directorate of Water Management) was established by the Indian Council of Agricultural Research on 12th May 1988. The Institute aims to develop improved water management technologies for sustainable agricultural production and disseminate it amongst researchers, government functionaries, NGOs and farmers. The centre is located at Chandrasekharpur, Bhubaneswar on a 5.71 ha of land along with its main office-cum-laboratory building, guest house and residential complex. Research farm of the Institute (63.71 ha of farm land) is located at Deras, Mendhasal which is at 30 km away from main campus

- Basic, applied and strategic research activities to address diversified water management issues with institutional linkages, infrastructural support and capacity building to achieve sustainability and growth.
Mandate
- Strategies for efficient management of on-farm water resources for sustainable agricultural productivity.
- Coordinate research for generating location-specific technologies for efficient use of water resources.
- Centre for training in agricultural water management.
Objectives:
- Multiple use of canal water for enhancing farm productivity

- Standardizing package of practices for waterlogged area
- Rainwater management for increased land and water productivity
- On-farm dissemination of developed technologies through extension system
- Applied water management research through AICRP on Irrigation Water Management
Functions:
- Development, efficient utilization, management and conservation of on-farm water resources for sustainable agricultural production; significant reduction in the use of irrigation water per unit irrigated area; excess water management in agricultural lands; development of sustainable cropping system in relation to the availability of water, devising multiple uses of water in agricultural production programmes to enhance water productivity; reuse of poor quality groundwater, and industrial and municipal waste waters; minimizing risk as well as contaminations and further degradation of soil and water resources; disseminating technologies through participation in national and international for a and creating awareness and demonstrating evolved technologies.
- ICAR-Indian Institute of Water Management conducts its research activities in the field of agricultural water management through five Research Programmes as follows:

- Onfarm Technology Dissemination
- The ICAR-Indian Institute of Water Management, Bhubaneswar also coordinates the research activities of its AICRP centres on Irrigation Water Management.

- ICAR-Indian Institute of Water Management is a Unit of the Indian Council of Agricultural Research (ICAR). Director of the Institute shall exercise such powers for their functioning as are delegated by the Governing Body or any authority of the ICAR.

- The norms as set by the Government of India/ ICAR Headquarters, New Delhi as a whole are followed.

- The Institute functions on the rules/regulations prescribed by ICAR from time to time. Manuals/records as required/generated are followed/maintained like Service Books/Personal files of all staff, stock registers/ asset registers/pay bill registers/Main cash book/subsidiary cash books/equipment log books/attendance registers/visitors books/Money Receipt book/ File movement registers/Diary and dispatch registers etc.

- The institute is guided and supported by Institute Management Committee (IMC) and Research Advisory Committee (RAC). Both the IMC and RAC have two members in its composition who are drawn from the public, who take active part in the deliberations and decisions of these committees. The IMC guides and supports the institute by periodic review of programmes and approval of investments in new areas of research and training programmes. The Research Advisory Committee (RAC) and Institute Research Committee (IRC) provide broad guidelines and assist in developing and implementing specific research programmes and projects.
(viii) A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public
- The IMC, RAC, and IRC are the committees, which help the institute in guiding and implementing its various programmes and activities. The Composition of these committees is as per the guidelines prescribed by ICAR Headquarters, New Delhi. The proceedings of IMC, RAC, IRC, are available.
